Mexico City Wants to Become the Next Times Square

The plan is as big as this mammoth city: Turn a seedy metro hub into Mexico City's Times Square; clear swarms of feisty vendors and remodel the historic Alameda Central; illuminate the plazas and walkways of a park twice the size of New York's Central Park.

Mexico City's government is trying to transform one of the world's largest cities by beautifying public spaces, parks and monuments buried beneath a sea of honking cars, street hawkers, billboards and grime following decades of dizzying urban growth.

It's time to tame the city. Today is about giving the city back to pedestrians.

Despite the challenges, the ambitious, multimillion-dollar program carried out by former center-left Mayor Marcelo Ebrard and continued by his successor, Miguel Angel Mancera, is winning praise from urban planners and many residents. And it's turning the metropolis into an experiment in how to soften urban sprawl.

"It's time to tame the city," said Juan Carlos de Leo Gandara, head of the Iberoamerican University's sustainable urban projects. "Today is about giving the city back to pedestrians."

In the Alameda, made iconic in the Diego Rivera mural "Dream of a Sunday Afternoon in the Alameda," concrete sidewalks were replaced by marble, and makeshift vendor stands were kicked out ? a renovation that cost about $18.7 million. Instead of a motley patchwork of folding tables and tarps, the newly opened park, anchored by the art nouveau Palacio de Bellas Artes theater, is a sea of greenery and calm in the midst of racing traffic.

"It used to be very dark, with no lighting. It really wasn't a place to bring my son," said Alma Rosa Romero, a 32-year-old housewife standing by the new dancing-water fountains, holding her child's hand. "Now it's beautiful."

Other completed projects include a once-neglected plaza with an Arc de Triumph-style monument to Mexico's 1910 revolution, which has been remade at a cost of $28.6 million from a homeless encampment to an oasis where families frolic and children run through spurts of water gushing out of the pavement. The copper dome of what started out as the country's Congress building is newly polished and gleaming.

Downtown, at the Chapel of the Immaculate Conception of Tlaxcoaque, the city has installed multi-colored fountains that light up at night and replaced a parking lot with a larger plaza for pedestrians. The city has also converted Francisco I. Madero street in the historic center into a pedestrian walkway stretching to the Zocalo, the plaza that's home to the National Palace and massive Metropolitan Cathedral. And under a popular bridge near the hip neighborhood of Condesa, the city made way for a taco joint and a playground.

"A city where people go out to the streets is safe, happier and raises the quality of life," said Daniel Escotto, chief architect of Mexico City's Public Areas Office, which was founded in 2008 to manage urban renewal. "We are renovating floors, facades and adding plants and lighting and more elements that can shape this concept."

Yet in a city defined in many ways by its disorder, the plan is also being slammed by those who take pride in surviving the urban jungle.

"Yes it's safer, and it's renovated, but what happens to the emblem of Mexico City?" said Baltazar Romeo, 47, a hospital worker eating a sandwich at the newly remodeled Alameda. Gone were the street performers who once dressed as the Three Wise Men during Christmas and charged tips for photos with children. "The city is becoming soulless," Romeo said.

One of the flagship renovation projects is the once-seedy, swarming Glorieta de Insurgentes, a roundabout and metro station in central Mexico City that sees hundreds of thousands of commuters pour through every day.

The circular plaza was sunk to let pedestrians stream below busy thoroughfares and catch their trains or buses or just hang out. Around its rim careen cars in a roundabout that briefly merges two of the city's biggest thoroughfares, the mighty Insurgentes and Chapultepec avenues.

When the plaza was built in 1969, the city's top priority was moving an onslaught of cars and people from one point to another. Highways and beltways elsewhere went up to cope with the population boom, and sprawl spread farther out. Once-famous and safe streets and plazas suffered from neglect by planners and became slum-like neighborhoods people avoided after sunset. A brown haze covered the new skyline as motorists became the focus of the new infrastructure.

The Insurgentes roundabout turned into a place to hurry through. Homeless people took over abandoned warehouses nearby while surrounding office and apartment buildings fell into disrepair. Many of the plaza's shops became sleazy Internet cafes cowering beneath giant billboards.

"It couldn't be more hostile to public life or pedestrian life," said Ken Greenberg, a Toronto-based architect and urban designer who recently visited Mexico. "The whole thing just has a kind of very harsh feeling of a highway right in the middle of the city."

Urban designers are now seeking to infuse the chaos with the glitzy excitement of Times Square or London's Piccadilly Circus. Sixty-foot cylinders covered with circular screens streaming LED tickers have already been erected. The crabgrass-filled flower beds and low benches used as skateboard launches have been bulldozed for a sleek open-air look bathed in white, patterned concrete.

The makeover is meant to create a more appealing space for commuters using bikes and public transit in a city that won infamy as the world's most painful for commuters in a 2011 IBM survey.

"What Mexico City needs is to emphasize its identity through its public spaces," Escotto said.

The government says the Insurgentes project will also debut a new model for restricting advertising to designated spots. In 2010, local government banned advertisements on all public and private buildings, threatening a $9,000 fine for those who refused to comply. Two years later, however, the city is still blanketed by billboards.

Future projects include a cleanup of 67 bridges around the city and more lighting for plazas and walkways throughout Chapultepec Park, Mexico City's grand urban green space.

Some projects, including the Insurgentes roundabout, are being completed with the help of private funds. The roundabout renovation includes $4.5 million from 15 advertising companies that are erecting the giant LED screens. Critics worry the arrangement will benefit private companies more than city residents. Much of the beautification of the historic center was paid for by telecommunications billionaire Carlos Slim.

Some wonder whether Mancera, who is from Ebrard's party, will continue the effort and whether the city has the money to maintain its improvements. The question for this teeming city is whether its attempt to clean up will hold or whether the sprawl will ultimately prove more powerful.

"How is this work going to look in the next five months, or five years?" asked De Leo Gandara of the Iberoamerican University. "Will they preserve it? Will it still be clean? Are they keeping it together or is it forgotten again?"

Few topics gain more attention from sole proprietors and small business owners than those dealing with business networking ? the social side of doing business that turns introductions into friendships and friendships into referrals, expanding the small business person?s client base.

Queen Elizabeth Of Britain Delivers First Christmas Message In 3D (VIDEO)

LONDON ? Queen Elizabeth II has hailed the holidays in a new dimension, delivering her Christmas message for the first time in 3D.

In the annual, prerecorded broadcast, the monarch paid tribute to the armed forces, "whose sense of duty takes them away from family and friends" over the holidays, and expressed gratitude for the outpouring of enthusiasm for her Diamond Jubilee celebrations.

The queen said she was struck by the `'strength of fellowship and friendship" shown by well-wishers to mark her 60 years on the throne.

"It was humbling that so many chose to mark the anniversary of a duty which passed to me 60 years ago," she said as footage showed crowds lining the Thames River in the rain earlier this year for a boat pageant. "People of all ages took the trouble to take part in various ways and in many nations."

The queen also reflected on Britain's hosting of the Olympic games in 2012, praising the "skill, dedication, training and teamwork of our athletes" and singling out the volunteers who devoted themselves "to keeping others safe, supported and comforted."

Elizabeth's message aired shortly after she attended a traditional church service at St. Mary Magdelene Church on her sprawling Sandringham estate in Norfolk.

Wearing a turquoise coat and matching hat, the monarch rode to church in a Bentley, accompanied by granddaughters Beatrice and Eugenie. Her husband, Prince Philip, walked from the house to the church with other members of the royal family.

Three familiar faces were missing from the family outing. Prince William is spending the holiday with his pregnant wife Kate and his in-laws in the southern England village of Bucklebury. Prince Harry is serving with British troops in Afghanistan.

After the church service, the royals usually gather to watch the queen's prerecorded television broadcast, a tradition that began with a radio address by King George V in 1932.

The queen has made a prerecorded Christmas broadcast on radio since 1952 and on television since 1957. She writes the speeches herself and the broadcasts mark the rare occasion on which the queen voices her own opinion without government consultation.

Her switch to 3D was not the only technological leap for prominent British figures this Christmas.

The Archbishops of Canterbury and York chose to tweet their sermons for the first time, in order to bring Christmas to a new digital audience.

In his speech, Archbishop of Canterbury Rowan Williams said he has been inspired by meeting victims of suffering over the past decade while leading the world's 80 million-strong Anglican Communion.

Delivering his final Christmas Day sermon from Canterbury Cathedral, Williams also acknowledged how a vote against allowing women to become bishops has damaged the credibility of the church.

Still, he said, it was "startling" to see after the vote how many people "turned out to have a sort of investment in the church, a desire to see the church looking credible and a real sense of loss when ? as they saw it ? the church failed to sort its business out."

SpaceShipTwo straps on its engine

Virgin Galactic's SpaceShipTwo rocket plane glides over its Mojave test range in California with its rocket motor components installed for the first time.

Virgin Galactic's SpaceShipTwo rocket plane has gone through more than 20 unpowered glide test flights, but today's test was special: It marked the first free flight during which the actual rocket motor components were installed.

"It was also the first flight with thermal protection applied to the spaceship's leading edges," the company said in today's status report. "It followed an equally successful test flight last Friday which saw SpaceShipTwo fly in this configuration, but remain mated to its WhiteKnight carrier aircraft."


Virgin Galactic said all the objectives of both flights were successfully met. At least two more such glide flights are expected to take place before the spacecraft's builders move on to the next phase of testing: powered flights, which call for the plane to fire up the hybrid rocket engine for its ascent.

SpaceShipTwo is being developed at California's Mojave Air and Space Port, with the aim of beginning passenger spaceflights as early as next year. The multimillion-dollar project follows up on the flights of SpaceShipTwo's predecessor, SpaceShipOne, which won the $10 million Ansari X Prize for private-sector spaceflight in 2004.

The new plane's hybrid rocket motor, built by Sierra Nevada Corp., is powered by a rubber-based fuel and nitrous oxide ? much like SpaceShipOne's engine was. Virgin Galactic said the propellant tanks were installed on SpaceShipTwo for the latest tests, but did not indicate that the tanks were fueled up ... yet.

SpaceShipTwo's flight profile calls for the plane to ride on the WhiteKnight mothership to an altitude of 50,000 feet, then drop away and light up the rocket. That blast would power the craft to a height beyond 62 miles?? giving up to six passengers a few minutes of weightlessness and a great view of the curving Earth beneath the black sky of space. The plane would then re-enter the atmosphere and glide back down to a runway landing.

Although the test program is being conducted in California, Virgin Galactic's business plan calls for commercial spaceflights to originate from Spaceport America in New Mexico. In recent months, some observers have questioned whether the $209 million New Mexico space project will match initial expectations on the economic development front. Spaceport officials insist, however, that the futuristic-looking facility will be ready for Virgin Galactic as well as other tenants.

Virgin Galactic was founded by British billionaire Richard Branson. The company says more than 500 people, including celebrities such as Ashton Kutcher, have signed up for the $200,000 suborbital space tour.

TES M?ori Priority: Accelerating the rates of M?ori learners enjoying tertiary success as M?ori at higher levels

The TEU supports strategies that assist TEOs in the work they do to lift M?ori learner participation and achievement.? Although disparities between tertiary education participation and achievement of M?ori and non-M?ori have reduced somewhat, the gap is still significant and means that M?ori are more likely to be negatively affected by downturns in the economy, and over-represented in negative socio-economic indicators.

We do however have concerns about how the goals of the framework will be achieved in the current environment.? The tertiary education sector is operating in not only a constrained funding environment, but a reduced funding environment.? Therefore our concern is that the framework?s goals may not be achieved, or if achieved will be at the expense of staff, particularly M?ori staff, within the tertiary sector ? through workload intensification, restructuring, and programme closures (to release funds from other parts of an institution so that the ?T? M?ia? goals can be met).

Therefore, whilst we are very supportive of the intent of this priority, we would be very concerned if its achievement was at the expense of the health and wellbeing of staff in the tertiary sector.? Our members report constant restructuring and redundancies, burgeoning workloads and a climate of uncertainty and disillusionment, as the sector attempts to mould itself to business models proven to be unsuitable for education settings.? This does not create an environment conducive to the kind of innovative thinking and leadership this framework needs to bring its goals to fruition.

Despite this, our members are committed to quality tertiary education experiences for their students, and no doubt will do everything they can to contribute to the success of the framework?s goals.? It would be gratifying if their contributions (and in many cases their sacrifices) were acknowledged and supported by the sector and by government policy decisions.

For the framework to succeed, it is vital that institutions seek input from M?ori staff and students at all levels of the organisation, from other staff, and from local iwi, in regards to how best to implement the framework.? Staff are the practitioners and experts who will be doing the work, and iwi are the supporters and benefactors of graduates; it therefore makes sense to seek their views about what they need to support the achievement of the framework?s goals.? Such an approach also ensures that there is a high degree of ownership of the framework?s goals, and the institution?s collective response (staff, students, management, and governance), rather than it being a ?top-down? approach which is less likely to get support.

We also note that it is essential that this framework clearly links with other TEC strategies, and with Ministry of Education and other agencies? policy and strategy.? For example, the framework needs to be very clear about how it connects with strategies for the compulsory sector.? This is particularly important when the tertiary sector is expected to address problems such as numeracy and literacy that should have been resolved in the compulsory sector.

The necessity for clear interconnections between the various agencies and strategies speaks also to the complexity of issues that some M?ori learners face when entering tertiary education.? Many of these issues sit well outside the realm of what the tertiary sector has responsibility for, and yet impact directly on a learner?s ability to engage with their chosen subject or discipline (for example, poverty, inadequate housing, poor health).? Aligning this framework with these strategies is crucial to its success, if tertiary education is to become more than just an impossible dream for those M?ori wh?nau living at the edges of society.

One concern we have with the draft framework (which we also noted in our response to consultation on the new Tertiary Education Strategy) is a greater emphasis on learners in the 18-25 years demographic, at the expense of mature learners.? The draft framework does make some reference to mature learners; however our view is that this needs to be much more explicit and integrated throughout the document, as data from the tertiary sector highlights that a significant proportion of M?ori learners enter tertiary education over the age of 25 years.[1].? An important point to note in relation to mature students is aside from the personal benefits they may gain from a tertiary education, the benefits to their wider wh?nau can also be significant ? as role models for tertiary study and in terms of the impact on the standard of living of wh?nau.

Finally, while broadly supportive of the draft framework as a proposal, we believe that a move to more competitive funding models for the tertiary sector (such as the current experiment with level one and two foundation learning funding) will cut across many of the goals set out in the framework.? We cannot see how competitive funding ? ?incentivising providers? ? will ensure performance improvements in the tertiary sector.? Past experience has shown that competition in the education sector often results in perverse and negative effects, which tend to significantly detract from any improvement in educational outcomes.? We are concerned therefore that achievement of the goals set out in the framework will be undermined by policy settings currently operating in the tertiary sector, which to a great extent contradict what the framework has set out to do.? Therefore an appropriately funded tertiary sector that is supported by sound policy settings would no doubt assist in the successful implementation of this framework.

Do you have any feedback on the proposed Focus Areas?

Focus Area One: M?ori learners participate and achieve on par with other learners in tertiary education, particularly at higher levels

Transition: For learners coming to the tertiary sector directly from the compulsory sector, there is a joint responsibility shared by the sectors for this transition.? The compulsory sector should, to the best of its ability, prepare learners for further or higher education by assisting with course planning, and by ensuring that each learner is engaged in their schooling so that learners are ?study-ready?.? The tertiary sector has a role in providing clear information about requirements for different education pathways.? Therefore work needs to continue to ensure that good advice and support for learning pathways early in a learner?s school career is available, so that learners and their wh?nau can clearly see how the decisions they make can positively or negatively affect their learning and employment choices post-school.? At present, Focus Area One does not clearly highlight this important connection; our view is that it would be enhanced if this connection was included.

Access: Tertiary education must be accessible to any M?ori learner who wants to be there, whether they are a mature student, or a learner coming directly from the compulsory sector.? However significant inequities exist for many M?ori learners before they even begin tertiary education.? Rates of access for M?ori learners in tertiary education have improved, primarily at the lower levels e.g. 1-3.? Access must be at all levels, including in higher education.? The focus area would be enhanced if acknowledgement of this was included, particularly as funding policies and decisions will flow from the content of the framework.

A major barrier to access is cost of study; funding policies relating to student loans and allowances also need to be assessed as to their effectiveness in supporting M?ori learner access.? This evaluation of funding policies needs to acknowledge that for some M?ori, the pathway to higher levels of tertiary education will be longer because these learners have left the compulsory sector inadequately prepared for on-going tertiary education.? These learners should not be financially disadvantaged as a result.

Participation: The framework and this focus area need to very clearly emphasise that M?ori learners should be encouraged to aspire to broad higher-level tertiary education goals ?taking either an academic or vocational pathway. ?Education is much more than the skills required for a particular job ? it facilitates greater engagement in civil society, encourages the development of skills in critical thinking, and enables intergenerational acquisition and transference of knowledge.? Providing opportunities for M?ori learners to participate in tertiary education in the broadest possible range of subjects and disciplines contributes to individual, wh?nau and community success for the future.

TEO performance: As we noted previously, we support organisations being encouraged to reflect on their progress and make improvements and changes to ensure success for all M?ori learners.? However we are concerned that in this current political and funding environment, decisions about what is funded are heavily influenced by a narrow range of measures that do not necessarily reflect either the impact of the learning experience or the myriad other factors that may contribute to poor outcomes in regards to these measures.

Research has indicated that continued success at higher levels of study is dependent on a range of variables, including external factors that tertiary providers have little influence over.? However, the current funding model (predicated on measuring EPIs) provides no space for additional funding which can assist tertiary institutions to provide appropriate responses that may ameliorate the impact of these external variables.? Instead the model does the opposite and punishes institutions that have struggling students, because this generally impacts on EPI levels and thus the allocation of funding.

Focus Area Two: M?ori learners attain the qualifications needed to participate at all levels of the workforce

As we noted in the previous section, M?ori learners should have the opportunity to participate in a broad range of disciplines and professions through their study in the tertiary sector.? Therefore we have some concerns that this focus area has an over-emphasis on vocational pathways as being the primary route for M?ori learners entering the tertiary sector.? We certainly recognise the importance of vocational pathways as one option; however we would be more comfortable supporting this focus area if the breadth of tertiary education opportunities was highlighted.

We also have concerns in this focus area about the tendency to emphasise short-term skill development goals at the expense of a broader more long-term view of education.? This more holistic view sees the role of education as the means by which individuals become well-rounded, adaptable citizens who have the tools for life-long engagement in learning (be that in formal education, informal education, or on-the-job learning).? Foundation-level programmes that support M?ori learners to re-connect with their culture and language have a vital role in this context, as for many they are the first step on a journey to higher-level study.

While specific ?skill sets? will become outdated over a life-time, a full and well-rounded education (secondary and/or tertiary) will enable adaptation to new developments in a current workplace or to new fields of employment.? We would also argue that public tertiary education institutions ? institutes of technology/polytechnics, w?nanga, and universities ? provide the best and most appropriate setting for the well-rounded educational experiences that are needed in the 21st century.

We note and commend the focus on supporting M?ori already in the workforce to seek higher-skilled positions through further education and training.? For those already in the workforce, or seeking employment, these learning pathways are vital to ensure that individuals and their wh?nau can enjoy the benefits of higher-skilled and higher-paid employment, as well as contributing these skills to the community.

We are supportive of the emphasis on aligning tertiary provision to iwi and M?ori development plans, although again we would note that this alignment needs to encompass more than just economic development goals.? Iwi and M?ori organisations also work at the forefront of social, environmental and cultural development, and as such need graduates from the tertiary sector who can contribute to and advance this work.? To achieve this alignment, we would urge institutions to apply the same kind of innovative thinking that ensures the needs of international fee-paying students are met to their provision for M?ori learners.

Focus Area Three: Grow research and development of M?tauranga M?ori

We support the identification of the key role of Article 2 from Te Tiriti o Waitangi in terms of the responsibilities of the Crown through its agencies to protect m?tauranga M?ori.

We note that whilst w?nanga may have a distinct focus in creating and advancing m?tauranga M?ori, it is the responsibility of all providers to integrate this into their planning for research development and teaching programmes.

Focus Area Four: Improve the quality of te reo M?ori teaching and provision to ensure better outcomes for te reo learners at higher levels

The strategy identifies lifting te reo M?ori competency levels as a priority area which will also link to the Tau M?i te Reo ? M?oriLanguage in Education Strategy currently being drafted.? Without seeing the draft strategy, we cannot make specific comments on its direction, however our general comments in relation to this focus area are outlined below.

Te reo M?ori is intrinsically interrelated to tikanga and m?tauranga M?ori; the M?ori world view, M?ori knowledge systems ? ways of thinking, doing, and being.? Therefore all these elements also need to be holistically connected in a strategy. ?Unfortunately in the tertiary sector this goal is undermined by government policy decisions such as those for level one and two funding which has seen te reo programmes being forced to shut down as funding is prioritised to other disciplines and institutions. ?For example, Western Institute of Technology at Taranaki will no longer be able to run a programme focused on retaining Taranaki dialect because of a loss of this funding. ?The programme links directly to the revitalisation strategy created and being implemented by Te Kupenga M?tauranga o Taranaki to develop Te Reo o Taranaki, its tikanga, histories, and culture.

This highlights again the need for all education strategies and policies for M?ori education and te reo M?ori to be clearly connected to each other and to communities, so that policy decisions are not made in isolation.

Key Actions for Focus Area One (Participation and Achievement)

In regards to 1.1 we note again our concern about the risk of educating only for specified skill development needs and the focus on economic priorities rather than a broader more long-term view of the contribution tertiary education makes to a region or nationally.? We support the focus on interagency connectedness and working with iwi and M?ori organisations to align tertiary provision with their development plans, whether these are educational, cultural, social, environmental, or economic.

In regards to disseminating information about the tertiary sector to M?ori learners, there are existing examples of good tertiary liaison programmes working in secondary schools however the present funding environment places many of these programmes in jeopardy.

Regarding 1.2, we note again our concern with the use of performance measures, particularly when these are linked to funding.? Past experience (for example with the Performance-Based Research Fund) has shown that competition in the education sector often results in perverse and negative effects, which tend to significantly detract from any improvement in educational outcomes. ?We are concerned therefore that achievement of the goals set out in the framework will be undermined by policy settings currently operating in the tertiary sector, which to a great extent contradict what the framework has set out to do.

No specific comments about 1.3

We support the intent of 1.4.

Key Actions for Focus Area Two (Workforce)

Our concerns about the narrow parameters of this focus area (previously noted in regards to an emphasis on vocational pathways) should be taken as read for this section also.

Regarding 2.1 ? we support encouraging TEOs to increase the numbers of M?ori learners achieving qualifications however we note again our concerns about linking this to funding decisions.? As M?ori learner numbers increase, what provision has government and its agencies made to meet the increased demand, in terms of staffing and other resources?

In 2.2, the role of kaitakawaenga M?ori as the liaison between the compulsory and tertiary sectors has been and will continue to be critical in the success of this focus area.? We understand some work already takes place in relation to mentoring systems from professions and industries.? We would support expansion of these systems if they are proven to be a useful contribution to the information available to learners.

Key Actions for Focus Area Three (M?tauranga M?ori)

We support the intent of 3.1 and note a broader emphasis on contributions to social and wh?nau wellbeing.

We support the intent of 3.2 and commend the focus on interagency responses.

Key Actions for Focus Area Four (Te Reo M?ori)

A general comment about this section is that consideration needs to be given about how to address the ?lag? between a shortage of proficient teachers now and the time it may take to increase these numbers.? We also note the need to increase the numbers of teachers with proficiency in te reo, coupled with specialist subject expertise, as learners progress through immersion compulsory education and on to tertiary education.

We note in 4.1 that the New Zealand Teachers? Council, in consultation with practitioners, has developed criteria around skill and proficiency in te reo and M?ori medium education.? It would be worthwhile (if this has not recently occurred) to commission an evaluation that assesses the extent to which schools are ensuring all teachers are meeting the relevant criteria.? If gaps in proficiency are identified, schools and teachers should be supported to address this.

In regards to teacher education providers, our members report that changes such as an increased emphasis on lecture-style provision at the expense of classroom practicum and condensing of programmes, leaving less time for critical reflection on practice, are likely to impact on the quality of our teacher graduates.

We support the intent of 4.2.

We support the intent of 4.3.

We support the intent of 4.4 and note the role that w?nanga, ITPs, and universities should take in extending this provision.? We note however that tertiary education providers must work closely with local iwi and hap? to contextualise their programmes to the specific dialects of the regions in which they are operating.

Overall we have concerns about how providers might meet these expectations in a constrained and reduced funding environment, particularly where they risk losing funding annually if expectations are not met.

A moratorium on reviews and restructuring in the tertiary sector would go a long way towards supporting institutions and staff to be able to focus on supporting quality teaching and learning rather than having to focus on job losses and budget cuts.

Key Outputs for Focus Area Two (Workforce)

Our previous comment on the need to retain a broad-based and holistic view of education provision again applies in this section.? Therefore whilst we recognise that numbers have dropped in terms of participation levels in STEM subjects, we would caution an over-emphasis on any one subject area over others.? A balance must be found between meeting skill and knowledge need in areas that indicate strong current or future growth, with ensuring that a broad range of other skills and knowledge are also prioritised.? If we over-emphasise any one particular subject area, once again we will be left with major skills shortages in the future in other critical areas.? Ideally, learners would leave the compulsory sector with a solid foundation in STEM subjects and a broad enough range of other subjects to ensure they have a wide range of study options in the tertiary sector.

The current focus on STEM subjects and industry as the primary source for future innovation is also limited.? This focus does not accurately reflect other areas that national and international research has indicated will be crucial for sustainable social and economic development in the future.? As we noted above, what is important for young people as they transition to further education or employment is that they leave the compulsory sector ?study-ready? with a broad-based education that includes a solid understanding of STEM subjects as well as other subject areas.

We would also question what workforce planning has been undertaken to ensure that the secondary school system has trained and qualified teachers available to teach STEM subjects, given the likely increase in student numbers?

Key Outputs for Focus Area Three (M?tauranga M?ori)

We support the intent of this section, and in particular commend the emphasis on using new knowledge and innovation to support teaching and learning, and to contribute to improving social and wh?nau wellbeing.

Key Outputs for Focus Area Four (Te Reo M?ori)

We note again our reservations about the linking of funding to EPIs.

We support the intent of the other outputs, however so much of this focus area and the other parts of the framework rely on an appropriately funding tertiary education system.? The present system in our view is likely to hinder achievement of the goals of this framework, because of its over-focus on pure economic outputs for the sector

Are there other higher priorities for focus areas, key actions or outputs than those proposed? If so, what would you like included instead?

Do you have any other comments about T? M?ia, TEC?s framework for M?ori learners?

If there are to be prompt and positive results for M?ori leaners as a result of this framework and other work taking place in other sectors, the link between the establishment and the implementation of policy needs to be strong, clear and seamless.? This applies to general policy as well as that associated with funding.

The success of this framework also relies on the effectiveness of work taking place in the secondary sector (and in other sectors such as health and housing).? At present, there is not a seamless transition for M?ori learners, with many leaving secondary schooling with no qualifications and no direction.? Until these issues in the compulsory sector are fully addressed, this framework will not have achieved its goals, because many young M?ori will never have a real opportunity to enjoy the benefits of a tertiary education.

Rifle in Connecticut massacre similar to DC sniper

(AP) - The gunman in the Newton, Conn., school shooting was prepared for a massacre: An official with knowledge of the investigation tells The Associated Press three weapons were found inside Sandy Hook Elementary School and a fourth weapon was found outside. These weapons are critical evidence as investigators try to unravel why Adam Lanza killed 20 children and six school workers Friday after killing his mother at their home. The official was not authorized to speak on the ongoing investigation and spoke only on condition of anonymity. The murder weapon: - Bushmaster .223-caliber: lightweight with a high capacity, it also is popular with law enforcement and the military, and is commonly seen at shooting competitions. Two men convicted in a series of sniper killings in the Washington, D.C.-area in 2002 used a Bushmaster .223-caliber rifle that they fired from the trunk of a car at randomly picked victims. Some models have a detachable magazine that can hold up to 30 rounds. The medical examiner in Connecticut said it appeared all the children and school staff were shot with the same high-powered rifle, some repeatedly, some at close range. Also found in the school: - Glock 10 mm: a larger and more powerful weapon than the widely popular 9 mm, it is in many respects similar to the 9 mm. It is a lightweight and comparatively affordable weapon that is often used for target shooting and for personal protection. - Sig Sauer 9 mm: considered an upper-tier, quality product, it's comparatively expensive, and its range of uses include elite military and police units. The Bushmaster and two other weapons were found near the body of Lanza, who killed himself at the school. It was not clear the make of the weapon found outside the school. Investigators are combing gun shops and ranges in the area, and looking into the ownership of the weapons involved. Lanza's mother had legally registered four weapons, and his father had two. Three other guns have also been recovered, but it was not clear where they were found, the official told AP. They were a Henry repeating rifle, an Enfield rifle and a shotgun. Also unclear is which gun the 20-year-old Lanza used to take his own life or his mother's. The Lanzas autopsies are scheduled for Sunday. __ Yost reported from Washington. Elementary school massacre: 26 dead, including 18 kids

An elementary school student recalls the terrifying moments following sounds of shots fired at her Connecticut elementary school, saying "teachers told us to go in the corner so we all huddled."

Updated at 1:30 p.m. ET:?A young man clad in black and carrying two handguns shot up an elementary school in a small Connecticut town on Friday, leaving 18 small children and eight adults dead in one the nation?s worst school massacres, law enforcement officials said.

The gunman, described as a 20-year-old man from Connecticut, was later found dead, a federal law enforcement official told NBC News. A second person was in custody for a possible connection to the shooting, NBC?s Pete Williams reported.

Students ? mostly under age 10 -- described the terror that gripped Sandy Hook Elementary School in Newtown when the rampage began around 9:30 a.m., sparking a massive police response that included SWAT officers going room to room to search for victims.

The Hartford Courant, citing unnamed sources, said many of the victims were in a kindergarten classroom.

"I was in the gym and I heard a loud, like seven loud booms, and the gym teachers told us to go in the corner, so we all huddled," one student told NBC Connecticut.?"And I kept hearing these booming noises. And we all ? started crying.

"All the gym teachers told us to go into the office where no one could find us," she added. "So then a police officer came in and told us to run outside. So we did and we came in the firehouse and waited for our parents."

Dozens of emergency vehicles from across Fairfield County raced to the 600-student school, along with panicked parents hoping to be reunited with their children.

?It was horrendous,'' Brenda Lebinski, mother of a third-grader, said at the scene.``Everyone was in hysterics -- parents, students. There were kids coming out of the school bloodied. I don't know if they were shot, but they were bloodied,'' she said, according to Reuters.

One parent picking up his young son said the shooting was ?the most terrifying moment a parent can imagine.??He described the anguish of waiting to find out if his son was a victim and then running to his child.

?It was the greatest relief in my existence,? the father said. ?I?m just happy that my kid?s OK.?

Bracing for a large influx of wounded, Danbury Hospital went on lockdown and cleared four trauma rooms. It received only three patients, including a teacher shot in the foot, the Associated Press reported.

The motive for the shooting was unknown, and the gunman?s name was not released.

Two 9mm handguns were recovered from the scene, an official told WNBC's Jonathan Dienst. The Associated Press said one of the guns was a.223-caliber rifle.

The FBI was on the scene, assisting with the investigation.

President Obama was told of the shooting at 10:30 a.m.

"I think it's important on a day like today to view this as I know the president, as a father does, and I as a father and others who are parents certainly do, which is to feel enormous sympathy for families that are affected,? White House press secretary Jay Carney said.

Parent Stephen Delgiadice, whose 8-year-old daughter was not hurt, said he never could have imagined such carnage in the small bedroom community ? where the police force has only three detectives.

"It's alarming, especially in Newtown, Connecticut, which we always thought was the safest place in America," he told The Associated Press.

Pre-diabetic patients respond to self-directed lifestyle interventions, researcher says

Dec. 10, 2012 ? Efforts to help overweight patients avoid diabetes through lifestyle changes need not rely on intensive, one-on-one focused programs, a new clinical study from the Stanford University School of Medicine and the Palo Alto Medical Foundation Research Institute has found.

The study, published Dec. 10 in the Archives of Internal Medicine, opens up a practical way for primary care physicians to help their patients at high risk for developing diabetes.

Researchers have known for 10 years that intensive intervention programs led by lifestyle coaches to encourage weight loss through healthier diet and exercise help reduce type-2 diabetes incidence. The Diabetes Prevention Program clinical research study, the results of which were published in 2002, found this strategy led to a 58 percent decrease in the incidence of type-2 diabetes, a result that surpassed the benefit of drug treatment.

The new study -- headed by Jun Ma, MD, PhD, an associate investigator at the research institute and an affiliate member of the Stanford Prevention Research Center -- builds off the DPP's strategy but makes full use of online resources and, in one group, a take-home DVD. If implemented, the new interventions could increase the accessibility and reach of existing educational, coach-based diabetes prevention programs, and free up time for primary care doctors, who are often frustrated with high patient loads that prevent them from providing the individualized care these patients need.

"The big issue in diabetes prevention is how to take what clearly worked for DPP -- which was very intensive and one-on-one focused -- and get it to the point where it could be established as a program in large group practices," said Randall Stafford, MD, PhD, professor of medicine at the Stanford Prevention Research Center and a senior investigator on the study.

Diabetes currently affects 25.8 million people in the United States, or 8.3 percent of the population. The disease is a major cause of heart disease and stroke, and is the leading cause of kidney failure, nontraumatic lower-limb amputation and new cases of blindness among adults. In 2007, diabetes-related medical costs in the United States were estimated at $174 billion. Effective health interventions that reach a maximum amount of pre-diabetic patients -- those at the highest risk for developing diabetes -- are urgently needed to curb the burden of the disease.

What the DPP sported in effectiveness, it lacked in its ability to broadly reach patients at the level of primary care. In the new study, Ma and Stafford set out to determine whether restructuring the DPP to take advantage of online connectivity and health monitoring could be achieved without sacrificing the benefits seen in the original program.

Pre-diabetic patients were recruited from Palo Alto Medical Foundation and randomized into three groups: a coach-led group intervention, a self-directed DVD intervention or usual care. In addition to offering practical ways to start eating healthier foods and exercising more, the curriculum in both the coach-led and DVD-based interventions also focused on the mental and behavioral strategies necessary to make the changes stick. This lifestyle instruction was delivered over a three-month intensive intervention phase.

Following the first three months of intervention, the participants regularly received encouraging messages to help them follow through with what they had learned in the initial intervention phase. During this 12-month maintenance phase, participants received supportive emails within an electronic health-record system, and monitored their health goals through the publicly available American Heart Association'sHeart360 website. The primary outcome tested in the study was a change in body mass index (a calculation based on a person's height and weight), although other factors, including weight loss, waist circumference, blood pressure and blood glucose, were also measured.

The results show that participants responded to both the coach-led and self-directed interventions, although the coach-led group fared slightly better. At the beginning of the study, the participants had an average BMI of 32; a BMI of 30 or more is considered obese. After the 15-month trial, the average drop in BMI was 2.2 for the coach-led group, 1.6 for the self-directed group and 0.9 for the group that received usual care. The average weight loss was 13.9 pounds for the coach-led group, 9.9 pounds for the self-directed group and 5.3 pounds for usual care. Both interventions also led to a dip in waistline circumference as compared to the usual-care group.

Though the study was too small to generate statistically significant findings along gender lines, they turned up a hint of a gender difference: While men responded with equal success to both the coach-led and self-directed interventions, women responded better to the coach-led approach.

Stafford points out that the suggested differences between genders highlights the need for options when it comes to lifestyle interventions. "It suggests that a one-size-fits-all program isn't necessarily what we need. We need some way to offer people different styles of intervention," said Stafford.

Narrow demographics were a primary limitation of the study. Participants were all from a single clinic in Silicon Valley, and a large majority were white (78 percent), college-educated (97 percent) and earned more than $75,000 per year (88 percent). Stafford acknowledged the limited demographics of the study, but said he hopes that similar lifestyle interventions will work in more diverse populations. His group is currently conducting a National Institutes of Health-funded study testing the effectiveness of weight-loss interventions in a low-income, Latino population.

If implemented, the approaches -- especially the self-directed DVD -- could extend the reach and lower the cost of lifestyle intervention programs. In addition to the cost-benefit of the intervention programs themselves, the real savings will come from diabetes prevention. "Diabetes is an expensive disease to treat and its complications are both personally devastating and societally costly," said Stafford. If patients respond to self-directed programs by losing a modest amount of weight, this could be enough to prevent or significantly delay the onset of type-2 diabetes in high-risk populations, ultimately reducing the burden of this chronic disease.

Other Stanford co-authors were instructors Veronica Yank, MD, and Lisa Rosas, PhD. They also collaborated with other researchers at the Palo Alto Medical Foundation Research Institute.

The study was supported by grants from the National Institute of Diabetes and Digestive and Kidney Diseases and the American Heart Association, as well as internal funding from the Palo Alto Medical Foundation Research Institute.

Nine charged after fracas at Manchester Derby

Nine people have been charged by Manchester police after late match unrest yesterday at the Etihad Stadium. Although the person who threw the coin that struck Manchester United defender Rio Ferdinand has yet to be identified, others have been charged with racially aggravated public order offenses, pitch encroachment, breaching banning orders, or?drunk and disorderly conduct.

And perhaps the best part, their names and ages have been printed in the national papers. At least the people of Manchester know which idiots caused yesterday?s chaos.

As soccer matches go, the chaos was rather mild. That didn?t make it any more?palatable. After Robin van Persie?s stoppage top restart was deflected into Joe Hart?s net, Manchester City?s home crowd caused a small delay in the match. People invading the playing field drew the attention of security and Hart, who physically confronted one frightened fan as he approached Ferdinand. As Ferdinand celebrated, a coin from the crowd his him above the left eye, requiring his trainer?s attention as blood streamed down the defender?s face.

The spectacle has drawn critique from higher ups in the English game. Professional Footballer?s Association chief executive Gordon Taylor, as told to BBC Radio 5 Live:

?I think you?ve got to give consideration to possibly, as has been suggested, some netting in vulnerable areas, be it behind the goals and round the corner flags.?

Football Association chairmen David Bernstein:

?It is deplorable to see those incidents and to see Rio Ferdinand with blood on his face is absolutely terrible.

?I think it?s disturbing that we?re seeing a recurrence of these types of incidents. We?ve had racial abuse issues, the odd pitch incursion, things being thrown at players ? it?s very unacceptable and has to be dealt with severely.?

The indignation?s predictable, and the words are nice, but the issue goes deeper than nets. It?s easy to point to other sports leagues and cultures and say ?they don?t have these problems,? but that doesn?t make it any less constructive. Why is this a problem in one environment and not in others?

The sad fact is that this type of behavior has been permitted to be part of the game in too many places. Perfunctory words from executives when the dark cloud rises does little to change the culture. ?Nor does noting things have improved over the last couple of decades. Just because things were worse before doesn?t mean they shouldn?t be better now.

There needs to be a more concerted, persistent, and aggressive push to make clear what is acceptable behavior at soccer grounds. The effort needs to be proactive, not reactive. Until that happens, it?s hard to see the English game as anything more than mildly concerned about problems like Sunday?s.

(AP) ? O.J. Mayo scored 23 points, including the go-ahead jumper with 35 seconds to go, and the Dallas Mavericks held on to beat Phoenix 97-94 on Thursday night, the Suns' fifth loss in a row.

Brandan Wright and Darren Collison scored 16 apiece for Dallas. Wright's total was a season high. Chris Kaman added 15 points.

Markieff Morris had 15 points and a career-best 17 rebounds for the Suns, who rallied from 15 down in the third quarter to tie it in the final minute.

Kaman (sprained ankle) and Shawn Marion (sprained knee) left the game with injuries for Dallas, as did P.J. Tucker (sprained knee) and Jermaine O'Neal (eye) for Phoenix.

The documentary "Waiting for Lightning" is equal parts action-sports highlight reel, touching personal story and infomercial for DC Shoe Co.

It focuses on Danny Way, the pro skateboarder who in 2006 jumped over the Great Wall of China on a skateboard. The film follows the preparation for this big stunt, as Way?s crew and Chinese contractors set up the massive ramp, while also interweaving Way?s backstory ? which includes family problems and his discovery of several father figures who guided him as he pursued his skateboarding dreams from an early age.

Opens Friday, Dec. 7, at the Tower Theatre; PG-13 for dangerous sports action, some language and thematic material involving drugs and alcohol; 96 minutes.

Director Jacob Rosenberg interviews Way and many of his friends, relations and peers, but he never digs too deeply or draws out of them much more than the clich?d "this is what he was born to do" talking points. If you?re a fan of the sport, though, you?ll enjoy the footage of Way in action.

It's vital to choose the proper base layers clothing for outside activities. These type of underwear are vital to insulating the individual against the outdoor elements. Particularly in cold weather conditions, acceptable underwear can protect against frostbite.

For winter activities it's very important to pick clothes that are durable and can stand up against cruel elements. People who enjoy skiing or snowboarding will want to take into consideration not simply the temperature, but the type of movement that's required for such activity. A person will need the clothes to fit snugly. If the base layer are too loose than they will not do a sufficient job of insulating.

It's critical to control the internal body heat when performing winter activities which will keep the individual outside for a long period of time. In the case of snowboarding or skiing, somebody should plan on wearing up to three layers of clothing. Individuals should give serious attention to their torso, as this area of the body will keep heat trapped in the body. Avoid any materials made of cotton, as this may only absorb moisture. If an individual were to fall in the snow and become wet a cotton undergarment will keep the moisture locked in and make the person even less warm.

Moisture-wicking material is the best to use for the inner-most layer of clothing. Polyester or polypropylene is synthetic and will keep the body dry. Long sleeves will keep the whole arm warm, and a rounded collar instead of a turtleneck will make allowances for simpler layering. For comfort, make sure that the first layer is soft and doesn't cause any epidermal irritation. Keep the fit tight to be sure that the body is getting insulated correctly.

Individuals will need to remember the legs when getting ready to dress for their outing. Avoid jeans as they will trap moisture and essentially become frozen on the body if an individual were to fall in the snow. Long johns or leggings are appropriate underclothes for winter activities.. If the fit is snug enough than they'll keep someone warm underneath wind and waterproof pants.

If feet get cold than the whole body will get cold, so it is critical to wear socks that will reach mid-calf. Socks should be made of manmade material to avoid too much sweat. Stay away from wool socks as they are going to be too awkward. Generally there isn't any need to wear a second layer of socks if the 1st layer is the right material and length.

The cost of undergarments can be pricey. Nevertheless the items should last for a few years and can protect the body better than more cost-effective items. Individuals should go shopping at retailers that specialize in the sort of activity for which they want to partake.

To keep the body warm and dry it is vital to select the correct base layers clothing for winter activities. Chatting to others who enjoy the same sport, as well as executives in the field, will help the individual to make the correct selection.
