Man with bionic leg to climb Chicago skyscraper

CHICAGO (AP) ? Zac Vawter considers himself a test pilot. After losing his right leg in a motorcycle accident, the 31-year-old software engineer signed up to become a research subject, helping to test a trailblazing prosthetic leg that's controlled by his thoughts.

He will put this groundbreaking bionic leg to the ultimate test Sunday when he attempts to climb 103 flights of stairs to the top of Chicago's Willis Tower, one of the world's tallest skyscrapers.

If all goes well, he'll make history with the bionic leg's public debut. His whirring, robotic leg will respond to electrical impulses from muscles in his hamstring. Vawter will think, "Climb stairs," and the motors, belts and chains in his leg will synchronize the movements of its ankle and knee. Vawter hopes to make it to the top in an hour, longer than it would've taken before his amputation, less time than it would take with his normal prosthetic leg ? or, as he calls it, his "dumb" leg.

A team of researchers will be cheering him on and noting the smart leg's performance. When Vawter goes home to Yelm, Wash., where he lives with his wife and two children, the experimental leg will stay behind in Chicago. Researchers will continue to refine its steering. Taking it to the market is still years away.

"Somewhere down the road, it will benefit me and I hope it will benefit a lot of other people as well," Vawter said about the research at the Rehabilitation Institute of Chicago.

Bionic ? or thought-controlled ? prosthetic arms have been available for a few years, thanks to pioneering work done at the Rehabilitation Institute. With leg amputees outnumbering people who've lost arms and hands, the Chicago researchers are focusing more on lower limbs. Safety is important. If a bionic hand fails, a person drops a glass of water. If a bionic leg fails, a person falls down stairs.

The Willis Tower climb will be the bionic leg's first test in the public eye, said lead researcher Levi Hargrove of the institute's Center for Bionic Medicine. The climb, called "SkyRise Chicago," is a fundraiser for the institute with about 2,700 people climbing. This is the first time the climb has played a role in the facility's research.

To prepare, Vawter and the scientists have spent hours adjusting the leg's movements. On one recent day, 11 electrodes placed on the skin of Vawter's thigh fed data to the bionic leg's microcomputer. The researchers turned over the "steering" to Vawter.

He kicked a soccer ball, walked around the room and climbed stairs. The researchers beamed.

Vawter likes the bionic leg. Compared to his regular prosthetic, it's more responsive and more fluid. As an engineer, he enjoys learning how the leg works.

It started with surgery in 2009. When Vawter's leg was amputated, a surgeon repositioned the residual spaghetti-like nerves that normally would carry signals to the lower leg and sewed them to new spots on his hamstring. That would allow Vawter one day to be able to use a bionic leg, even though the technology was years away.

The surgery is called "targeted muscle reinnervation" and it's like "rewiring the patient," Hargrove said. "And now when he just thinks about moving his ankle, his hamstring moves and we're able to tell the prosthesis how to move appropriately."

To one generation it sounds like "The Six Million Dollar Man," a 1970s TV show featuring a rebuilt hero. A younger generation may think of Luke Skywalker's bionic hand.

But Hargrove's inspiration came not from fiction, but from his fellow Canadian Terry Fox, who attempted a cross-country run on a regular artificial leg to raise money for cancer research in 1980.

"I've run marathons, and when you're in pain, you just think about Terry Fox who did it with a wooden leg and made it halfway across Canada before cancer returned," Hargrove said.

Experts not involved in the project say the Chicago research is on the leading edge. Most artificial legs are passive. "They're basically fancy wooden legs," said Daniel Ferris of the University of Michigan. Others have motorized or mechanical components but don't respond to the electrical impulses caused by thought.

"This is a step beyond the state of the art," Ferris said. "If they can achieve it, it's very noteworthy and suggests in the next 10 years or so there will be good commercial devices out there."

The $8 million project is funded by the U.S. Department of Defense and involves Vanderbilt University, the Massachusetts Institute of Technology, the University of Rhode Island and the University of New Brunswick.

Vawter and the Chicago researchers recently took the elevator to the 103rd floor of the Willis Tower to see the view after an afternoon of work in the lab. Hargrove and Vawter bantered in the elevator in anticipation of Sunday's event.

Hargrove: "Am I allowed to trash talk you?"

"It's fine," Vawter shot back. "I'll just defer it all to the leg that you built."

At the top, Vawter stood on a glass balcony overlooking the city. The next time he heads to the top, he and the bionic leg will take the stairs.

Fans start lining up for SF Giants parade

SAN FRANCISCO (AP) ? Orange-and-black clad hordes began flooding the streets of San Francisco Wednesday for a Halloween Day ticker-tape parade celebrating the 2012 World Series champion Giants.

Television news footage early in the morning showed people sitting and standing in Giants gear behind barriers set up along the parade route on Market Street in downtown, hoping to stake out a prime spot hours before the parade's 11 a.m. start.

Fans were also gathered at City Hall, where the team will address the crowd after the parade.

With the victory parade coinciding with the spooky holiday, costumed masses are expected to bring an even more festive feel to what city officials stressed will be a family friendly, alcohol-free event.

"This was such a team effort to win the World Series, so we decided we'd get our city team together to make sure we have a great celebration," Mayor Ed Lee said Tuesday as he stood with police, fire, transportation and other officials at City Hall.

After the Giants won the Series in 2010, hundreds of thousands of revelers ? from school-age children to longtime fans who had waited decades for a championship ? crammed into downtown to cheer on their heroes.

This year's parade route is different than it was in 2010, when a vehicle carrying the "Say Hey Kid" Willie Mays led players and coaches in open-air buses designed to look like cable cars down the same route that Mays' Giants took in 1958 after relocating from New York.

That route started at Montgomery Street in the Financial District and turned onto Market Street. The 2012 edition will begin at the foot of Market near San Francisco Bay and cover about 1 1/2 miles to City Hall.

Each player will have an open-top vehicle, so fans will get a view from all sides.

San Francisco police Chief Greg Suhr said the parade will last about two hours. He warned people not to even try to drive into the area during the day.

The city spent Monday cleaning up after a rowdy celebration Sunday night turned violent in some neighborhoods and police arrested three dozen people. Bonfires of trash were lit in several intersections, and a $700,000 public transit bus was torched.

The World Series victory parade in 2010 occurred with little incident, and officials said they expect a peaceful encore Wednesday.

"The entire day, 24 hours into the nighttime, no alcohol (on the street)," Suhr said. "This is a family celebration, whether it's the San Francisco family with our champion Giants or bringing the little ones in costume, come have a great time."

Given the anticipated flood of people, officials are increasing public transportation during the parade.

Mayor Lee said the city will provide more trains than it did in 2010.

San Francisco's subway will continue to run through all stations along the parade route; Bay Area Rapid Transit commuter trains will run at rush hour levels all day; and ferries will be running special service throughout the festivities.

Officials also said knockoff merchandise will be confiscated.

"We're working with Major League Baseball to make sure all products being sold outside are ... authorized products, and arrests will be made," Suhr said.

Germany's Schaeuble urges big leap forward in euro integration

ABU DHABI (Reuters) - German Finance Minister Wolfgang Schaeuble has called for a great leap forward in European integration ahead of a summit of EU leaders, urging the creation of a new commissioner with power over budgets and reform of European Parliament decision-making.

Schaeuble, a longtime advocate of closer EU integration who is not shy about voicing his personal views, said he had spoken with Chancellor Angela Merkel about his proposals and that she was "somewhat more cautious".

"We must now make bigger steps in the direction of a fiscal union," Schaeuble told reporters on his way back from a trip to Asia. "We must use this chance."

He said a new "currency commissioner" should have the power to reject national budgets that were not in line with the euro zone's strict fiscal criteria, without specifying whether such a figure should have the power to impose penalties.

The model for the position would be the bloc's competition commissioner, who Schaeuble said was "feared in the whole world".

He also called for more flexible voting arrangements in the European Parliament to accommodate closer integration between euro zone states.

European officials are looking for ways to boost the democratic legitimacy of their drive towards a closer union, but have run up against the dilemma that the European Parliament includes countries from outside the euro zone.

"In the European Parliament lawmakers only from countries directly affected by a given issue should vote on it," Schaeuble said.

Such a reform would accelerate the trend towards a two-speed Europe, with the euro zone as an inner core.

UNEASE

Some of Schaeuble's ideas are likely to stir unease even within the euro zone, where countries such as France are reluctant to surrender more sovereignty to EU institutions.

Weaker economies such as Greece, reeling from German-backed austerity programs, will also be wary of entrenching the power of outsiders to run their financial affairs.

A previous proposal from Schaeuble for a "Sparkommissar", or savings commissioner, was quietly dropped after it stirred fury in recession-mired Greece and got a cool reception from Germany's other European partners.

Undaunted, Schaeuble said it was important to build momentum for greater fiscal and political integration, saying the bloc could launch a convention by December if it made good progress.

Merkel has previously said she would like the EU's December summit to agree a concrete date for the start of a convention.

The idea recalls the 100-plus strong gathering of EU lawmakers set up in 2001 - inspired by the Philadelphia Convention that led to the adoption of the U.S. federal constitution - charged with preparing a European charter.

The document that emerged was rejected by French and Dutch voters in 2005 and a watered down version ended up forming the basis of the EU's Lisbon Treaty, which is in force today.

Many member states, recalling the lengthy disputes and setbacks that preceded the Lisbon treaty's entry into force, are reluctant to embark on another process of institutional reform.

But Germany believes a much closer fiscal and political union is needed to ensure the success of painful economic reforms and the long-term survival of the euro currency.

"We need a lasting solution," Schaeuble said.

Flood: Time for operators to propagate importance of insurance

As flood? continues to wreck havoc across the country, insurance operators have been urged to use the opportunity to educate the public on the importance of insurance.

President of the Chartered Insurance Institute of Nigeria, CIIN, Dr. Wole Adetimehin who stated this noted that insurers should drum the need for insurance because of the huge effect of the flood that has destroyed lives and property of the public in many states.

Adetimehin said insurance penetration in Nigeria is a concomitance of several factors ranging from the less than optimal level of public awareness to its degree of visibility in the average citizen?s scale of preference.

He said: ?In many ways, insurance remains an essential index for measurement of national development although lacking in its expected degree of presence in both individual and national consciousness, especially in developing countries like Nigeria.

?Recent flooding of parts of Nigeria and cases of related environmental hazards make insurance the way to go for Nigerians. The insurance sub-sector must seize this as the needed opportunity to drive home its age-long message.?

On the 2012 Education Seminar of the institute, with the theme: Making Insurance Count, scheduled for November 7th? to 9th in Port Harcourt the Rivers State Capital, Adetumehin noted that the seminar will address the imperatives for improved service delivery and ensuring that the policy holder is protected at all times.

He said the seminar, brings into focus the imperatives for growing insurance bigger in public perception while examining the ways and means by which branch office operations could be strengthened to guarantee prompt resolution of customer related issues which have remained sore spots in the industry?s profile.

Adetimehin said the resolution of all customer related issues should be a win-win situation with the customer and the service provider occupying positions of mutual respect, adding that the choice of the seminar theme is borne out of the compelling need to make insurance count for the policy holder through deliberate shifts in strategy and guaranteed improvement in service delivery which must ensure that the customer?s genuine interest is protected over and above business interest.

He said that due to high out of pocket expenditure on health, of which a larger part is on medicines, it is vitally important that drugs are prescribed rationally. He highlighted the need to look at adherence to Standard Treatment Guidelines, curbing unethical promotion of medicines by the drug manufacturers, better regulatory control over prescriptions and dispensing of medicines and to make the consumer aware the hazards of self medication. He said several steps have been taken by the Ministry of Health & Family Welfare towards universalization of health care in its endeavour to make health care services accessible, affordable and equitable, such as Free Maternal Health Services, Free Child Health Services, Free Immunization, Adolescent Health Services, Family Planning Services, NCDS and JSSK.</p> <p>Shri Azad said the Government of India proposes to further expand the Initiative for Universal Health Coverage by taking up Free Supply of Essential Medicines in Public Health Facilities in the country. He highlighted certain salient features of the the National Policy for Containment of Antimicrobial Resistance India, such as curbing antibiotic use in animals, conducting infection surveillance in hospitals, improving hospital surveillance for monitoring antibiotic resistance, promoting rational drug use through education, monitoring, and supervision, developing and implementing a standard and more restrictive antibiotic policy, educating health professionals in good prescribing practices and using prescription guidelines, promoting improvements in personal and hospital hygiene and hospital infection control programmes, establishing a multidisciplinary national body to coordinate policies on antibiotic use and monitor their impact, promoting systems of supervision, prescription audit and feedback in institutional settings to ensure rational use of antibiotics.</p> <p>Following the Ministerial Meeting on 3rd October, a bilateral meeting was held between Shri Ghulam Nabi Azad and Ms Edith Schippers on 4th October, 2012 in the Ministry of Health, Sports and \Welfare at The Hague, Netherlands.
