Syria says will use chemical weapons if attacked
BEIRUT, Lebanon (AP) ? The Syrian regime threatened Monday to use its chemical and biological weapons in case of a foreign attack, in its first ever acknowledgement that it possesses weapons of mass destruction.
Foreign Ministry spokesman Jihad Makdissi vowed, however, that Damascus would not use its unconventional arms against its own citizens. The announcement comes as Syria faces international isolation, a tenacious rebellion that has left at least 19,000 people dead and threats by Israel to invade to prevent such weapons from falling into rebel hands.
Syria's decision to reveal the long suspected existence of its chemical weapons suggests a desperate regime deeply shaken by an increasingly bold rebellion that has scored a string of successes in the past week, including a stunning bomb attack that killed four high-level security officials, the capture of several border crossings and sustained offensives on the regime strongholds of Damascus and Aleppo.
"No chemical or biological weapons will ever be used, and I repeat, will never be used, during the crisis in Syria no matter what the developments inside Syria," Makdissi said in news conference broadcast on Syrian state TV. "All of these types of weapons are in storage and under security and the direct supervision of the Syrian armed forces and will never be used unless Syria is exposed to external aggression."
While the statement Makdissi read out promised not to use the weapons against the Syrian people, he later noted that Syria is not facing an internal enemy in the rebellion, which the regime has described as being funded from abroad and driven by foreign extremists.
Syria is believed to have nerve agents as well as mustard gas, Scud missiles capable of delivering these lethal chemicals and a variety of advanced conventional arms, including anti-tank rockets and late-model portable anti-aircraft missiles.
Israel has said it fears that chaos following Assad's fall could allow the Jewish state's enemies to access Syria's chemical weapons, and has not ruled out military intervention to prevent this from happening.
A senior U.S. intelligence official said Friday the Syrians have moved chemical weapons material from the northern end of the country, where the fighting was fiercest, apparently to both secure it, and to consolidate it, which U.S. officials considered a responsible step.
But there has also been a disturbing rise in activity at the installations, so the U.S. intelligence community is intensifying its monitoring efforts to track the weapons and try to figure out whether the Syrians are trying to use them, the official said.
The official spoke on condition of anonymity to discuss the still-evolving investigation.
Makdissi did not discuss last week's bombing claimed by the rebels that killed four top Syrian security officials, but assured journalists that the situation was under control, despite reports of clashes throughout the country and especially in the major cities of Aleppo and the capital Damascus.
"Yes, there were clashes on certain streets in certain neighborhoods, but the security situation is now much better. Everyone is feeling reassured," he said. "We are not happy about this, but this is an emergency situation and it will not last more than a day or two and the situation will return to normal."
His comments were backed up by activist videos taken Monday morning showing sweeps by Syrian militia through Damascus neighborhoods once held by rebels, kicking down doors and searching houses in mop up operations against the fighters that had managed to hold parts of the capital for much of last week.
It was a different story in Aleppo, however, where the Britain-based Syria Observatory reported fierce fighting in a string of neighborhoods in the northeast of Syria's largest city, including Sakhour and Hanano.
Several videos posted by activists showed cheering rebels celebrating around a burning tank in Sakhour and driving around another one they had captured.
The Observatory said many people fled these neighborhoods in the subsequent lulls in the fighting. The Associated Press could not independently verify the battle scenes shown in the videos posted by the activists.
Aleppo, Syria's biggest city with about 3 million residents, has been the focus of rebel assaults by a newly formed alliance of opposition forces called the Brigade of Unification. The group said Sunday it was launching an operation to take the city. Much of the fighting in the large city has been confined to neighborhoods in the northeast.
Even as the government appeared to be reasserting control in the capital after the weeklong rebel assault, the Arab League offered Syrian President Bashar Assad and his family a "safe exit" if he steps down.
"This request comes from all the ... Arab states: Step aside," said Qatari Prime Minister Hamid bin Jassim Al Thani at an Arab League foreign ministers meeting in Doha, Qatar, that concluded at dawn Monday. He urged Syria to form a temporary transitional government to plan for a possible post-Assad era. Makdissi dismissed the offer as "flagrant interventionism."
The Arab League has already suspended Syria's membership and it is doubtful that Assad will pay much attention to their calls. He ignored a similar request to step down in exchange for asylum by Tunisian President Moncef Marzouki last February.

The discovery of a new particle thought to be the elusive Higgs boson represents the culmination of nearly 50 years of research, and completes a theory about how the most basic constituents of matter interact with each other.

The focus was the Higgs boson, a subatomic particle that exists for a mere fraction of a second. Long theorized but never glimpsed, the so-called God particle is thought to be key to understanding the existence of all mass in the universe. The revelation Wednesday that it ? or some version of it ? had almost certainly been detected amid more than hundreds of trillions of high-speed collisions in a 17-mile track near Geneva prompted a group of normally reserved scientists to erupt with joy.
Peter Higgs, one of the scientists who first hypothesized the existence of the particle, reportedly shed tears as the data were presented in a jam-packed and applause-heavy seminar at CERN, the European Organization for Nuclear Research.
?It?s a gigantic triumph for physics,? said Frank Wilczek, an MIT physicist and Nobel laureate. ?It?s a tremendous demonstration of a community dedicated to understanding nature.?
The achievement, nearly 50 years in the making, confirms physicists? understanding of how mass ? the stuff that makes stars, planets and even people ? arose in the universe, they said.
It also points the way toward a new path of scientific inquiry into the mass-generating mechanism that was never before possible, said University of California, Los Angeles physicist Robert Cousins, a member of one of the two research teams that has been chasing the Higgs boson at CERN.
?I compare it to turning the corner and walking around a building ? there?s a whole new set of things you can look at,? he said. ?It is a beginning, not an end.?
Leaders of the two teams reported independent results that suggested the existence of a previously unseen subatomic particle with a mass of about 125 to 126 billion electron volts. Both groups got results at a ?five sigma? level of confidence ? the statistical requirement for declaring a scientific ?discovery.?
?The chance that either of the two experiments had seen a fluke is less than three parts in 10 million,? said University of California, San Diego physicist Vivek Sharma, a former leader of one of the Higgs research groups. ?There is no doubt that we have found something.?
But he and others stopped just shy of saying that this new particle was indeed the long-sought Higgs boson. ?All we can tell right now is that it quacks like a duck and it walks like a duck,? Sharma said.
In this case, quacking was enough for most.
?If it looks like a duck and quacks like a duck, it?s probably at least a bird,? said Wilczek, who stayed up past 3 a.m. to watch the seminar live over the Web while vacationing in New Hampshire.
Certainly CERN leaders in Geneva, even as they referred to their discovery simply as ?a new particle,? didn?t bother hiding their excitement.
The original plan had been to present the latest results on the Higgs search at the International Conference on High Energy Physics, a big scientific meeting that began Wednesday in Melbourne, Australia.
But as it dawned on CERN scientists that they were on the verge of ?a big announcement,? Cousins said, officials decided to honor tradition and instead present the results on CERN?s turf.
The small number of scientists who theorized the existence of the Higgs boson in the 1960s ? including Higgs of the University of Edinburgh ? were invited to fly to Geneva.
For the non-VIP set, lines to get into the auditorium began forming late Tuesday. Many spent the night in sleeping bags.

Alzheimer's patient Dr. Arthur Rivin won't give in to the disease
"Hello Mr. Lopez, I would very much like to meet with you. I think you will find that I have some pertinent things to say."
The email was from Dr. Arthur Rivin, 89, professor emeritus of medicine at UCLA. Rivin said he had been diagnosed in September 2009 with Alzheimer's disease, but then, something rare and amazing had happened. Using a program of therapy he developed himself, he claimed, he was now greatly improved. If I took the time to meet with him and hear all about it, Rivin suggested, together "we will do something big!"
If there's a cure for Alzheimer's, news of the breakthrough somehow eluded me. There are drugs and therapies that can help some patients a bit, but the majority of the 5.4 million Americans with Alzheimer'sand other dementias are sadly destined to get worse rather than better. So I was a little skeptical about Dr. Rivin's claims, and reminded of my own father, whose dementia made him unaware that he had dementia ? it was the one merciful aspect of an otherwise horrible disease.
But I was impressed by Dr. Rivin's persistence and his determination to help others deal with the disease. He was a doctor, and quite a respected one at that, advising older patients on the importance of advance healthcare directives before it was commonplace. He had practiced internal medicine but also studied cardiology and was particularly interested in medical ethics.
Dr. Rivin's wife, Fritzi, answered the door at their Pacific Palisades home. She and Dr. Rivin offered a warm greeting and led me into a dining room where Mrs. Rivin had set out plates of poached salmon and summer salad. But Dr. Rivin wanted to first show me his backyard, where he follows the comings and goings of butterflies and birds and tends to a garden on a heavenly precipice overlooking Will Rogers State Park.
When we sat down to talk, Mrs. Rivin said her husband started having speech difficulties a few years ago, after a couple of mini-strokes, or TIAs.
"Transient ischemic attack," Dr. Rivin explained in speech that is still halting and soft.
But Mrs. Rivin suspected the TIAs were only part of the problem. Her husband had also become increasingly impatient, a marked character change, and one that troubled her greatly.
"And little by little," she said, "his memory got worse."
When they took a memory class together at Emeritus College in Santa Monica, Dr. Rivin's problems became sharply evident. For example, Mrs. Rivin said, there'd be a list of words and the task was to find one associated with a holiday. But Dr. Rivin either couldn't understand the instructions or didn't catch the obvious answer ? Halloween.
A medical exam confirmed Alzheimer's, and he was put on two drugs, which produced obvious improvement.
"He started remembering things, doing things, and he was almost back to normal," Mrs. Rivin said.
Dr. Rivin conceded that the drugs helped initially, but he is convinced that his own therapy program ? not the drugs ? has made the biggest difference.
Well, Mrs. Rivin observed in the voice of diplomacy, maybe the advance of Alzheimer's has slowed a bit.
"The problem is solved," insisted Dr. Rivin.
When I asked to learn more about his program, he kept saying everything would be revealed in his home office, and he couldn't wait to finish lunch so he could lay out his case.
The office is a small, carpeted sanctuary off the two-car garage. On the wall is a photo of a younger Dr. Rivin, along with proof that he was a member of Phi Beta Kappa and that he graduated from the University of Nebraska medical school.
When he had my attention, Dr. Rivin laid out several documents for me to look at. One was titled "A Healthy and Happy Life," and it contained the gist of what he has come to believe about fighting back against Alzheimer's.
In essence, his advice is to sleep well, eat smartly, exercise regularly, socialize, consider your neighbor and the world around you, celebrate nature, do some gardening, read, watch educational programs on TV, challenge your intellect and stay as active as you possibly can.
Dr. Rivin has also assembled a guide, complete with illustrations, to his recommended exercises. He demonstrated one, taking me to the kitchen, where he leaned against the counter and rocked from toes to heels, then slowly raised his arms in a yoga-like maneuver while snapping his fingers.
In his office, he files things in binders with headings such as "Thinking About Many Things" and "Big Things to Ponder." For his 65th wedding anniversary in 2010, Dr. Rivin wrote this for family members:
"In my senior year I meet my wife. She is very pretty, fun loving, a smart and sweet girl. I was smitten. I still am."
Dr. Rivin also showed me a copy of the program for his parents' 60th anniversary, in 1978. Together, Dr. Rivin and I sang the chorus of the first song in the program. He had a smile on his face the whole time, and he sang with perfect pitch.

The doctor hopes to one day conduct group therapy sessions for Alzheimer's patients with the help of Judith Delaney, who shared lunch with us. She is a former Alzheimer's Assn. official who volunteers her time making home visits and counsels those with aging issues. Rivin may lean on her to help him in his next big project ? researching the effects of humor on the health of the aging.
I'm no doctor, so far be it from me to judge the medical value of Dr. Rivin's approach to Alzheimer's. But in his mind, it's working, and clearly his lifestyle prescription would benefit all of us.
What Dr. Rivin has done is an inspiration, really. He has refused to accept that he has nothing left to learn and nothing left to give, regardless of his diagnosis. Ever the teacher, ever the healer, he is alive in the world, with many big things still to ponder.
